The Gender Links Programme of Action is underpinned by the 28 targets in the SADC Protocol on Gender and Development. GL has an overarching strategy to advocate for the achievement of the 28 targets in the Protocol.

The SADC Gender Protocol Alliance strategy is leveraged through a coalition of organisations who are committed to achieving the roadmap to equality provided by the Protocol. GL has three programme areas that respond to specific targets of the Protocol. The programmes are Gender and media; Gender and governance and Gender justice.

The GL project implementation model comprises the following stages:

Research
Establishing baseline data to understand the context and  identify strategies.
Advocacy
The findings of the baseline research are shared with stakeholders  and  forward processes agreed on.
Policy and Action Plans
Developing policy frameworks and implementation plans for strategic interventions.
Training
Developing knowledge, skills and attitudes to ensure that policies and action plans are implemented.
