Why is it that with all the progressive Constitutions, laws, Protocols and Policies it is still taking so long to achieve gender equality in Southern Africa and around the world?  In 2016, the Southern Africa Gender Protocol Alliance analysed the findings of over 40,000 questionnaires administered around the region measuring gender attitudes. due to social situation of the area the aspect of change in attitude in both male and female will vary and the effect of affirmative action will depend on the development of the women against the cultural beliefs
