Mutare RDC is located in the town of Mutare, sharing the same boundaries with Mutare City Council in the eastern border of Zimbabwe. The City of Mutare is located amidst a long-range of a picturesque mountain range which divides Zimbabwe and Mozambique.

Mutare RDC is a spoke council in the hub and spoke programme for gender mainstreaming, mentored by Buhera RDC.

The council has peri-urban wards that are affected by deforestation, thus the council is raising awareness on the use of alternative energy sources. The council is also providing sanitary facilities at the council cemeteries. The council participated in its first local government SADC Protocol@Work summit in 2020, and attained the Bronze rating.
