Zimbabwe sets up Sex Offenders Register

Zimbabwe is setting up a National Sex Offenders’ Register, and police will soon begin using an automated fingerprint identification system to aid the fight against sex crimes, according to a new report by MPs.

In shocking revelations, MPs said 1,000 rape cases were reported in 2010 alone, and hundreds more did not reach the courts.

Now police will set-up a sex offenders’ register to concentrate law enforcement efforts in solving sex crimes and preventing predators from working with vulnerable groups, including children.

The Parliamentary Committee on Women, Youth, Gender and Community Development said US$5 million had been made available by the government for fingerprint automation and integrating the police computer network countrywide.

It said: “US$2m was allocated for development and capitalisation of an integrated ICT system and network and US$3m for automated fingerprint identification system in the police.

“This will expedite processing of reported cases on gender-based violence and rape for trial. A database of habitual offenders will also be in place.”

South Africa set up its own sex offenders’ register in December last year. Justice Minister Jeff Radebe said the register would capture sexual offences against children and mentally-disabled people.

Meanwhile, the MPs revealed that 60 percent of all murder cases tried in Zimbabwe’s courts in 2009 related to gender-based violence.
