The council was established in the year 2000, as a category C Municipality in terms of the Municipal System Act no.32 of 2000. It has a population of 1.2 million of which 53 % are females. Our political leadership remain in office for a period of five years. In both terms of political leadership, 60% of our municipalities were led by women as Mayors, Speakers and Chief Whips.
In terms of administrative leadership the municipality has been striving for 50/50 representation in senior management, as a decision making structure. We now have three women and three men heading the six departments. As part of support function to local municipalities, our district deployed two female and one male to assist in management of our local municipalities. Pascaline Ramutsindela was seconded to Lepelle-Nkumpi and Aganang Municipalities as Acting Chief Financial Officer. During her period she managed to improve the financial status of the municipalities wherein the financial statements were submitted on time and the auditor general was able to give an opinion on the status. Ellen Mashakoe was also seconded as Acting Municipal Manager to Aganang Municipality.
