As per the Welfare State concept, the Municipal Council of Beau Bassin Rose Hill sets out to play key role for the inhabitants to be numerate and literate, to have knowledge, skills and attitudes to function in society, to fully understand his/her role as a Citizen of Mauritius and the world, to develop desirable social skills for living in a multicultural society, to have sound communications skills and acquire language skills for effective communications and meaningful interaction to enjoy sound health and well-being.
The Council aims at its objectives by acting as an advocate for the interests of its community. So, under the Local Government Act 2011 [Section 49 sub part (a)] which clearly stipulates that the purpose of a local authority shall be to promote the social, economic, environmental and cultural well-being of the local community; (b) improve the overall quality of life of people in the local community; (c) ensure that services and facilities provided by the Council are accessible and equitably distributed; (d) ensure that resources are used efficiently and effectively to best meet the needs of the local community. And Section 50 para 2 (g) “ a municipal city council, municipal town council or district council, subject to its financial capability and within the limits of its administrative area, be responsible for the construction, management, maintenance and improvement of public libraries, exhibition halls and art galleries, theatres, places of public entertainment, playing fields, nurseries for infants, pre-primary schools, etc.
This Council, in addition to above objectives, aims also at sensitising the inhabitants through physical sessions and educational services provided among others, about gender and wellness issues and the participation of women in the development of our economy.
The Council regroups about twenty (20) women associations under a federation as Union des Femmes des Villes-Soeurs; comprising about one thousand five hundred members. The Council has earmarked Rs 125,000/= for the implementation of activities (as per their annual calendar of activities approved by the Council).
