The landscape for training and development has changed and it all forms part of the developmental Mandate of the Department of Higher education and training, compliance to the national skills development strategy III and the ultimate purpose of the Skills Development legislation â € “ To provide access to education and training, to ensure relevant and quality training. Mossel bay Municipality is guided by the Skills development Legislation as a premise but also integrates with the guiding legislation of the Socio Economic Department, the Local Economic Development Department, regulations that are gazetted from time to time to achieve specific goals and objectives within a broader framework of service delivery of a Local Authority. The changeover to training that leads to a formal qualification brought an about turn and hope to people in the workplace who due to circumstances could not complete their studies at one time or another. The workplace offers a new pathway to obtain a qualification through PIVOTAL programs. PIVOTAL is an acronym which stands for Professional Vocational, Technical and Academic Learning. The capacitation of employees through these learning programs creates a visual growth path in seeing the employee qualification profile develop on the NQF ( National Qualifications Framework) matrix. The Management Development Program is a systematic program to equip future managers. Officers are developed and given an opportunity to manage units within a department and in that way gain experiential exposure to a certain level. The Corporate services Directorate already capacitated such a woman and she moved to another Local Authority into a management position. Another woman is being developed through a similar program doing just that in the form of Mrs Haylene Claassen.
