At the time the Council became a COE in 2009, there was no woman in senior management position, there was no woman holding what is considered a man ’s job. All street lights in the district were non functional and generally service delivery was poor. In the allocation of land, very few women were being considered.
Since the Council became a COE, the following policies have now been formulated and put in place: recruitment Policy, work place gender policy, HIV/AIDS Work Place Policy, Sexual Harassment Policy and Training and Development Policy. There is now sensitivity in balancing promotions, training, land allocations, allocation of resources to projects that target improvement of the welfare of women e.g water and sanitation, construction of markets, clinics etc. Previously all these were not considered to be a priority.
As a result of COE we now have women holding very key senior management positions e.g. Deputy Council Secretary, Director of Works, Internal Auditor, Procurement Officer, Senior Community Development Officer. Previously there was no single woman holding a senior management position in the Council resulting in women being excluded from decision making process.
