Council managed to have a Gender Champion, Gender Focal person and an Assistant Gender Focal Person. Council also has recognised the issue of gender, as evidenced by the fact that all lady Councillors are Chairpersons of committees. Employment practises have since changed women have been given the opportunity to enter into male dominated fields like engineering and finance. At the Head of Department level the representation of women is satisfactory because there are equal numbers of male and female Heads of Departments.
Whilst we appreciate the equal participation of women, it has become problematic to have women at the apex of the organisation. For instance, posts of the Mayor, Deputy Mayor and Town Clerk are occupied by males only. It has been observed that there are certain processes that are beyond the power of the gender champion and gender focal person. For example the electoral system. In the previous council there were four women and the number has since decreased to three. These are issues beyond council ’s control. Nevertheless, council has embraced gender mainstreaming in all its programmes. In fact, gender issues have been institutionalised in council as shown by the fact that there is a functional gender desk.
