The Motanasela council is situated at the Sefikeng near the Metolong dam and is found in the Berea district. It is one of the COE council that joined COE process in 2015 and has successfully gone through the 10 stages.

The council has put in place a number of gender-related policies to guide its work. The district council consist of 10 male councillors and 8 female councillors. The council aims to expand its percentage of female councillors from 44%. The Mayor of the council is a male, and  the Deputy Mayor is a female.

The council is made up of 3 committees, two of which are chaired by women. There are more women employed than men in their Workforce of the council. Young people, people living with disabilities (PWD) and community members participate in community-based planning projects and meetings. Between 51 and 75 percent, women participate in public consultations.

The total workforce of the council employees consist of 63 percent women, 27 percent youth and 8 percent people with disabilities. There is only one woman of management. The Council amended the recruitment, selection and promotion policies to increase the proportion of women in the workforce. Women are now full partakers in decision making in areas of works and engineering.

There are provisions for maternity and paternity leave. The council does have a sexual harassment policy. In cases related to Sexual harassment, the council together with law enforcers (Police) the council liase with police to ensure that sexual harassment victims are counselled and perpetrators are dealt with lawfully.

The Motanasela Council allocates a substantial budget to gender-related projects, these amounts have increased from 2015 to 2016.

As part of the of the Council’s local economic development plan, Women are given 50 percent, men 30 percent, PWD 5 percent and 15 percent youth. There are 100 beneficiaries benefiting from jobs created by the council, 60 women and 40 men.

Women, men, PWD, and youth are involved in the planning, management, and maintenance of water and sanitation. There is a total of 235 water and sanitation committees. There is 142 women and 93 men on the committees, 57 of which is chaired by a women.
