Phuthiatsana Community Council is found in the district of Berea, has joined COE process in 2015 and has completed 10 stages.
Phuthiatsa Community council has 15 councillors; seven are women and eight are men. The chairperson of the council is a woman and deputy man.
During public gatherings women participate fully in the council meetings and influence most of the decisions.Youth and PWD get involve in public gatherings as attendance and participation, the decision taken are joint.
There are nine staff members; five men and four women. Only men in the management.
The council gives three months paid maternity leave for women and after the maternity leave there is also a provision of three months of nursing hours when the mother has come back to work. The council does not have sexual harassment policy, but cases of such are dealt at the police stations. The council is well accessible to people and is disability friendly user.

The council through its Waste Management Budget managed to spread rubbish bins all over the market places found within its jurisdiction.
There is also space allocated for women where they sell their different products.
In terms of climate change the council is engaging with different projects such as catchment, planting tree and waste management and 96 people had benefited.
The council also has water tanks, stand pipes and spring protections as its water and sanitation projects. These water and sanitation facilities are gender responsive as they are closer to the people.
The council has worked hard to see that number of people go for counselling and testing increases. There was resistance that was mainly coming from men especially when it comes to condom usage.
