Phuthiatsana Community Council is found in the district of Berea, has joined COE process in 2015 and has completed 10 stages. The council has put in place a number of gender-related policies to guide its work. The district council consist of 6 male councillors and 9 female councillors. The council aims to expand its percentage of female councillors from 60%. The Mayor, as well as the Deputy Mayor of the council are males.

The council is made up of 3 committees, two of which are chaired by woman. The number of women and men employed at their Workforce of the council is equal.

Young people, people living with disabilities (PWD) and community members participate in community-based planning projects and meetings. Between 26 and 50 percent, women participate in public consultations.

The total workforce of the council employees consist of 50 percent women, 23 percent youth and seven percent people with disabilities. Women are only two of management. The accounting and revenue officers are women. The Council amended the recruitment, selection and promotion policies to increase the proportion of women in the workforce.

There are provisions for paternity leave but none for maternity leave. The council does not have a sexual harassment policy. Cases related to Sexual harassment, the council usually works with the area chiefs together with the local police and sometimes uses village policing committees; there was once a man living with his daughter and got sexually harassed and ended up in the court of law.

The Phuthiatsana D05 Community Council allocates a substantial budget to gender-related projects, these amounts has stood at the same level from 2015 to 2016.

As part of the of the Council’s local economic development plan, about 10 roads successfully constructed throughout the council jurisdiction. For example, Boose-Rapalo road, LiphakoengMatelile, Lebina-Tsekelo, Rapopo-Sebalabala, and Mokhathi-Kotita.

Women, men, PWD, and youth are involved in the planning, management, and maintenance of water and sanitation. There is a total of 6 water and sanitation committees. There is 2 women and 4 men on the committees, five of which is chaired by a woman.
