Tsoili Tsoili Council is a community council found in the Leribe District in Lesotho. It is located at Kolonyama north of the capital Maseru and it borders Berea District as well as Leribe District.
The council uses action plan as the guiding tool for implementing gender activities. An action plan is also widely known within the council. Women representation in councils comprises 50%, out of which two standing committees have been formed, of which there are also two female chairpersons. Women / Youth / People with Disabilities do actively participate in council consultations and decision making through the use of votes or by simply voting.
There is a provision for maternity leave of three months paid. After the first three months of giving birth the mother is again given nursing hours for the three months. The council does not have a sexual harassment policy but report cases at the police station when occur. The council’s building is disability-friendly and accommodates everybody.
Tsoili Tsoili Community Council allocated a substantial budget to gender-related projects for the 2017 to 2018.

There are market stalls in place, as well as the promotion of entrepreneurship finance schemes for women, men, people with disabilities and the youth, that is coordinated by CARITAS, LESOTHO.
Lesotho Network of People Living with HIV and AIDS (LENEPWHA) assists and liaise with external sources of finance, to promote access to finance for local entrepreneurs, and in particular the women, people living with disabilities and the youth.
In waste management programme, council ensures that 60% of total labourers engaged are female. There is also an existence of entrepreneurship finance schemes linked to council that benefit women, men, people living with disability, and youth. In hiring of the vehicles for waste management, 45% is given to female owned companies.
MFLR Catchment Projects have been put in place to secure a healthy and environmentally friendly environment, especially in the context of climate change.
During land allocation period, councillors ensure that the collected data is disaggregated by sex for the beneficiaries. The committees do exist for water and sanitation, and there are projects that have been put in place, for example; water tanks, water points as well as spring protections.
The council facilitates the provision of Anti Retro Viral Therapy (ARVs) as a form of treatment to HIV positive people, and everyone has equal access to treatment without being stigmatised and discriminated against.
