Tutume Sub District is one of the 7 sub districts established under Central District through the Local Government Structure Commission recommendation of 1979.Its headquarters is in Serowe.The Sub District offices are in Tutume village which has a population of 17 528 (2011 population census).
Tutume sub council is a non-profit making institution being classified as a Public sector which is mainly client focused. The council preaches the gospel of “People First ”

It is made up of 31 villages and has a total of 36 village Development Committees and one Umbrella Committee. Tutume Sub is divided into three political constituencies being Nata- Gweta,Nkange and Shashe West.it is also evident that it is the largest sub district with a population of 147 377 as per 2011 population census.

There is a significant change in the sub district since the sub district has village development committees which are well established. This alone shows that the council is using the bottom up approach and the issue of allowing individuals, communities and other stakeholders to have a say in developing their villages. This also encourages collective bargaining on developmental issues.
The political wing also plays a larger role in the development of Tutume Sub District as evidenced in the pictures of Full Sub Council and minutes thereof.
Tutume Sub Council is in a process to open another Sub District in Nata which will also be reducing travelling distances for clients having to travel long distances to Tutume to seek Trade Licences and submit tenders to mention a few.
