Summit 2016 - Pfura Rural District Council

Pfura Rural District Council is situated in Mashonaland Central, Zimbabwe.
The council has made efforts towards tackling gender-related issues. The gender Action plan has been presented to the social services committee and a recommendation was made to the full council which then adopted the plan. Currently, there are 34 male councillors and 6 female councillors. The council is working to increase the proportion of female councillors from 15 percent.
The council has seven committees, and one committee which is chaired by a woman. The council also has a junior council which is chaired by a woman. A rate of 0 – 25 percent of women participate in public consultation meetings which include ward meetings and general meetings in schools. The workforce of the council has 18 women employed of the 67 employees, ten youth employed, and one person with disability. There are six men who form part of management and one woman.
The council has provision for paid maternity leave which is 3 months long; there is no flexi time. The council does not have a standalone sexual harassment policy however sexual harassment cases are dealt with in terms of the Pfura RDC code of conduct Section 7.5.22.
Pfura Rural District Council has a Local Development Plan that is on cards on the proposed bus terminus projects. The planned and proposed project has three combined entities that include the bus terminus, market stalls and commercial stands. Such local economic developments targets women, men, people with disability and youth entrepreneurs as key beneficiaries. Modalities are being worked by council in collaboration with the Ministry of Youth and Ministry of Women Affairs to provide access for finances through support Designs now in place and allocation will be done later and all groups will be considered.

The Council recognises and supports care work. The council is working hand in glove with some support groups in waste management. In return council gives them soap, gloves and tools to use during the operations. 221 care groups were established and trained in 2016 with the support from Enterprise.
The council resolved that climate change should be adopted as part of their policy work. Women and men are involved in climate-smart agriculture. The other groups so far are not integrated. Council is yet to include all the groups when coming up with the policy on climate change. The council has three projects concerning climate change which have a total workforce of 3990 employees. Growing of small grains in the district, hole planting/minimum tillage and water harvesting are the projects the council have embarked on where 1980 women are employed.
