Ruwa is one of the few local authorities in Zimbabwe which is being directed by an acting female CEO. The local authority recognizes that every policy decision affects women and men differently. Situated in a Free Trade zone Ruwa is open to a lot of investment opportunities. Ruwa Town Council is one of the few councils with a dedicated Facebook account. The council has a gender policy that guides its operations vis-à-vis gender and service provision. Currently, there are nine councillors (6 male and 3 female). Ruwa Town Council has five committees, and only one is chaired by a woman. Council has a junior council that is composed of more girls than boys whose leader is male. In Ruwa young people, people with disabilities and women in the community participate mostly in participating freely in ward development and budget consultative meetings. Women’s attendance at these meetings is usually higher than that of men as 51-75% of women participate at these meetings.
Ruwa has a total workforce of 219 (172 men; 47 women). One out of the five managers in the council is women. The building inspector, roads supervisor and plumber work in non-traditional areas of employment. Zimbabwe by law prescribes maternity leave thus Ruwa provisions for it. The council does not prescribe to paternity leave. The council has no Sexual Harassment policy thus cases of this nature are addressed using the Labour Act. The council has ensured Disability-friendly access to its buildings by constructing ramps to the council offices and ablution facilities.

Ruwa is active in Climate change response. Women and youths are involved in picking usable refuse for recycling and clean up exercises. The council also is active in undertaking 50/50 campaigns.
