This edition has a special focus on South Africa which includes Good Governance Africa’s survey on quality of government, the Government performance Index, which reveals a pattern of extremes and an article which claims that SA citizens are seriously concerned about their national government and another on why the country’s municipalities are failing. The article ” we will see them at election time” explores citizens’ perceptions of local government representatives.

There is also an article on  a businessman’s response to a Malawian city’s lack of municipal services and another on Kampala’s strong city government. Articles on Zimbabwe cover residents who oppose prepaid water meters in the two major cities and how the ruling party hopes to gain entry into the country’s urban areas.
