End of term review of  Commonwealth Plan for gender equality

The Commonwealth Plan of Action for Gender Equality provides the framework within which the Commonwealth contributes to gender equality.

The Commonwealth Secretariat commissioned this PoA to assess the strategies of member states as well as the Secretariat and others. This Plan covers four critical areas:

  • democracy, gender and peace
  • gender, human rights and law
  • economic empowerment and gender
  • gender and HIV

This plan envisages implementation across four key areas. It includes partnerships, knowledge and capacity building and resources as well as monitoring and evaluation.

Findings of the review indicate that a new ten year plan is not the best option. The study makes ten recommendations and the main one is that the Commonwealth align itself with the United Nations’ SDGs.

The Commonwealth would then not just be another stakeholder undertaking gender work. Rather it would contribute niche areas of comparative advantage.

Finally, it recommends that the Commonwealth play to its strengths and focus on a selection of the nine UN SDG targets. This was published in March 2016.
