Legislatively, local government plays a developmental role and the developmental nature of the required response to HIV and AIDS therefore makes local government a crucial player especially with respect to poverty alleviation, women empowerment, water, sanitation provision, community participation, etc. These guidelines are intended to propel the local government sector into action in the fight against HIV/AIDS. The support of local leaders is critical to ensuring widespread and sustainable HIV and AIDS responses at local level. Suggested support processes are listed, as well as a checklist for effective local government response.
