Functional illiteracy is an important problem in industrialised and developing countries and 960 million adults are illiterate of which two thirds are women.

The publication examines adult education and educational reform as well as monitoring and evaluation of gender and education. Adult education affects democracy, increasing participation and bringing equality.

The longer term goal is to develop indicators on gender and education to measure member states implementation of agreements.
