Since 1997, the Tanzanian government initiated policies to eradicate poverty through the Poverty Eradication Action Plan (PEAP). One of the major goals of the programme is to help poor people at the grassroots raise their incomes. In this respect, the ordinary people are expected to undertake productive activities that could help them generate sufficient incomes that could help them pay for their basic needs such as food, clothing and health care.
