This is the first in a series of working papers addressing gender issues in different fields of development. The aim of these working papers is to systematically explore how policy goals are translated into the practice of development interventions and to identify existing gaps in knowledge. The papers are circulated with the purpose of obtaining feed-back from experts, both scholars and practioners. Forthcoming issues in this series will deal with subjects such as legal aspects of women’s access to natural resources, women’s political participation and good governance, the post-Beijing debate on women, gender and development, institutional strategies for donor accountability to women in the development process and women’s role in civil peace initiatives.
