Improving the way countries run their affairs is crucial to the fight against poverty. Good governance is at the heart of development. An effective state is the single most important factor in determining whether progress takes place.

Good governance determines whether children will learn in properly constructed classrooms, whether funds allocated to drugs in hospitals will be used for that purpose, whether money allocated for poverty alleviation programs will reach the ultimate beneficiaries, whether leaders are held accountable for their actions by citizens or their representatives among others.
