This report examines the mergers between the South Africa Telecommunications Regulatory Authority (SATRA) and the Independent Broadcasting Authority (IBA), and the overall impact that the merger had on the community radio sector. The merged body is known as the Independent Communications Authority of South Africa (ICASA), and was established in terms of the ICASA Act No. 13 of 2000. The study firstly serves to inform the community radio sector in other African countries about the dynamics of mergers between different regulators; secondly it will be used as an advocacy tool for community broadcasters as they engage with governments on regulatory policy reforms and convergence policies.
