Local Government and Gender: a reality check

LOCAL GOVERNMENT IN South Africa is undergoing
a process of fundamental transformation. This transformation
is informed by a vision of democratic,
accountable, effective and developmental local
government.1 To achieve this vision, the composition,
role and activities of local government have to
change. With the local government elections of
1995/6, an important element of this transformation
was partially achieved. Local government is now
more representative and de-racialised than ever before.
Yet, there are still some gaps; for example,
women and disabled persons are still underrepresented
in the elected structures of local government.
Similar gaps exist in the administrative structures.
