The local government gender action plan workshop manual is a product of the Training of Trainer (TOT) workshop that took place in Johannesburg in November 2007. The workshop brought together representatives of gender and local government ministries, local government authorities and their staff from the four case study countries of the Gender Links (GL) study: At the Coalface, Gender and Local Government. The four countries are Mauritius, Lesotho, South Africa and Namibia.
Special thanks are due to Loga Virahsawmy, Chair of Media Watch Organisation, Vikram Purmessur, Principal Assistant Secretary, Urmila Radhakeessoon and Mary Coopan of the Ministry of Local Government, Vandana Jodhoa from the Ministry of Women’s Rights, Child Development and Family Welfare, Bhoodevi Hadeen, Rozy Khedoo, District Councillors and Syamla Ramdoyal, Village Councillor who worked on the manual at the Johannesburg Workshop in November 2007 and ensured that it is tailored to the needs of the Mauritian councils.
The manual draws its inspiration from many sources, including the SADC Toolkit for Decision Makers; the Oxfam Gender Training Manual and the pilot projects on mainstreaming gender in local government conducted by GL with the cities of Johannesburg, eThekwini and Msunduzi over the period 2004-2007 with support from the Mott Foundation
