The Constitution of the Republic of Namibia guarantees equality on the basis of sex and freedom from discrimination. Namibia has ratifies international instruments that forbid gender based violence such as the SADC Protocol on Gender and Development and others. Namibia has made progress in fulfilling its obligations under these instruments by adopting progressive legislation. Despite these laws, the prevalence of gender based violence appears to have increased over the last few years.
This plan of Action outlines actions designed to prevent GBV, to improve the implementation of laws and services aimed at victims of GBV and to provide adequate support services for survivors. This comprehensive national Plan of Action should assist in co-ordinating and guiding interventions, programmes and projects on GBV in Namibia and will run for five years.
