A research project undertaken for Unicef Zambia and the Ministry of Sport, Youth and Child Development. In response to the growing number of street children in Zambia, the government initiated a programme of withdrawing youths from the street and admitting them to the former ZNS camps as part of rehabilitation. Residential rehabilitation programmes in former ZNS camps may contain inconsistencies with the rights and interests of children. In the light of this a consultant was commissioned to conduct a review and assessment of the programme.
