This report is a result of research aimed at establishing ways of eliminating inefficiencies in the criminal justice system. The study tried to identify specific challenges that justice providers and the courts were facing trying to turn their inputs into outputs with specific focus on the pre-trial period.
The research focused on the various factors that affect the courts’ ability to take full control of the litigation process. The report makes the case for judicial leadership in the pre-trial process. System procedures need to be refined and on-going monitoring take place.
