When one hears the words “information technologyÀ
ideas of high tech equipment and a mystical language
of “bandwith, URLs, domains, connectivity and dial upsÀ
come to mind. It appears to be out of reach of many
and indeed, arguments about the widening “digital
divideÀ abound.
But information technology (IT) also has the power
to link communities of people beyond their physical
borders. At the click of a button someone in Rwanda
can communicate with a counterpart in Zambia, sending
an important message, or photograph, or even a sound bite
