whether classified as state, public, private, independent
or community media, is situated within a given
society.
The free exchange of information in and through
the media is one of the general tenets of democracy
adopted worldwide. But it is not the free flow of
information alone that is central to the vision of
democracy. This information must be disseminated
through a free, independent and publicly interested
press.
