Bulilima Rural District Council is a Local authority in Matabeleland South Province of Zimbabwe that falls directly under the Ministry of Local Government, Public Works and National Housing. It forms the last tier in the structure of Government which was established to deliver development planning and service to its communities. The District falls under Agro-ecological Natural regions four and five which are regions of low agricultural potential due to shortage of moisture to facilitate agricultural production. The livelihoods of the communities in Bulilima District depend entirely on petty trade, cross border trading, livestock rearing, little crop production and remittances.

Bulilima RDC is a spoke council, mentored by Umguza RDC in the hub and spoke programme for gender mainstreaming in local government.
