Masvingo is situated in the Masvingo Province known for the historical monumental site Great Zimbabwe ruins also known as “Dzimba Dzemabwe” meaning houses of stone. The council has a total of 10 councillors all male. The council joined the COE program in 2011 and is making strides in improving gender issues within their structures. The council is a Hub council for Masvingo province urban councils under the Hub and Spoke programme for gender mainstreaming in Zimbabwe. The council raises awareness on COVID19 and Sexual Reproductive Health and Rights. The council attained the silver certification at the 2020 Local Government SADC Protocol@Work Summit.
