Gender Links, (GL) a dynamic Southern African NGO based in Johannesburg, promoting gender equality and justice, seeks the services of an experienced, skilled, highly motivated and committed Finance Officer  to support the Financial Administration and Grant management  of the European Aid #VoiceandChoice Programme on Diversity and Inclusion in Southern Africa. This programme involves the disbursements of grants to LGBTQI organisations in five countries being Botswana, Lesotho, Madagascar, Mauritius and Namibia.

Background:

The project, which is funded by the EU, aims to strengthen LGBTQI organisations in five Southern African countries to create safe spaces for, and support LGBTQI persons; strengthen movement building; challenge prevailing attitudes and norms as well as prepare the ground for legislative and policy changes.

Key Responsibilities:

Working closely with the Programme Manager, the key tasks include:

  • Reviewing Grantee Financial Documentation under the guidance of the Programme Manager and with support from the Chief Finance Officer
  • Review project financial reports, including budget/actual variance analyses, to ensure the reliability, quality, and relevance of the reported financial information.
  • Assessing grant financial performance and contributing to the overall assessment of projects’ performance.
  • Reviewing funding requests and preparing disbursement memoranda to support funding decisions.
  • Processing Grantees Disbursements on Pastel and Bank platforms.
  • Capturing and posting transactions in the accounting system using the Sage Evolution Procurement Module.
  • Preparing bank reconciliations and Control Accounts Reconciliations every month
  • Coordinating and monitoring grant audits and following up on audit findings as well as audit recommendations under the guidance of the Chief Finance officer
  • Providing ad-hoc expert advice and guidance on any finance, risk, and audit matters as necessary, and offering relevant analysis to support management decisions.
  • Assisting grantees with bookkeeping queries.
  • Offering Finance support and capacity building to grantees
  • Performing periodic site visits to grantees.
  • Thoroughly compiling and analyzing data to support analyses of Management accounts including maintaining responsibility over files related to the grant portfolio.
  • Systematically and regularly updating all files related to grants and reconciling data with grant management systems where relevant.
  • Performing any other duties as required

Requirements

  • Minimum Diploma/ Bachelor’s degree in Finance or Accounting.
  • 3 years of progressive work experience, preferably EU donor-funded projects.
  • Proven experience working with grants and knowledge of donor finance systems
  • Proficient in the use of software packages, specifically the Sage Evolution Accounting system is a MUST
  • Excellent communication, organizational and reporting skills, team player, trustworthy and responsible.
  • Good organization and administrative skills.
  • Strong interpersonal skills
  • Excellent attention to detail, ensuring accuracy and thorough engagement with tasks.
  • Result-oriented, professional, accountable and proactive
  • Able to work under a strict deadline

Conditions

The contract will be for an initial period of one year. The offer will be subject to three months’ probation.  Ideally, the successful candidate will be based in Johannesburg, but this is flexible. Having a valid residence or work permit in South Africa will be an advantage. The successful candidate will be periodically required to travel.  GL will offer a highly competitive remuneration package, commensurate with the skills and experience.
