Gender Links, a dynamic Southern African NGO based in Johannesburg, promoting gender equality and justice, seeks the services of an experienced, skilled, highly motivated and committed Head of Finance for the Gender Links Regional Hub. The Regional Hub consists of The Gender Links NPC, Grant Making Unit (GMU) that is responsible for GL sub-granting and the GL Services Unit. The portfolio includes four complimentary strategic business units, namely, Gender Links Advisory Services (GL Advisory), Gender Links Publications and Productions, as well as the Gender Links Cottages and Conferencing.

The post is based in Johannesburg and will require flexibility to travel within Southern Africa. A valid driver’s license is a requirement for this position. The candidate must be a South African or have permanent residence in South Africa. A highly competitive remuneration package will be offered, commensurate with the skills and experience of the successful candidate.  The offer will be subject to three months’ probation.

Key requirements:

Donor reporting, oversight and accounting

  • Prepare financial reports for all donors as required and within the contractual timeframes and in accordance to donor contracts
  • Compliance with financial policies; donor reporting and statutory requirements.
  • Analysis and reporting on budget trends.
  • Preparing donor financial reports.
  • Preparation of the audit files and supporting documents for the statutory and donor audits.
  • Keeping abreast with and ensuring compliance of relevant statutory and donor policies and compliance requirements.
  • Ensure that donor compliance is adhered by all consortium member partners; that all financial records and accounts are compiled in time, accurately and in line with international accounting standards and donor regulations.
  • Monitor project expenditure and implement corrective action where such expenditure exceeds or is not consistent with agreed budgets and donor requirements in liaison with Programme Managers.
  • Managing of funds disbursements and tracking exchange rates
  • Ensuring compliance with Gender Links’ zero tolerance for corruption policy.

Financial management, payroll and statutory reporting

  • Ensure processing of payments and recording of entries in SAGE Evolution in compliance with Gender Links policies and procedures.
  • Preparation and analysis of Monthly management reports
  • Providing management with operational budgets overview
  • Maintaining payroll systems across Gender Links offices and ensure staff salaries are processed on a timely basis monthly.
  • Supervising payment and submission of all statutory returns.
  • VAT submissions, control accounts and balancing of inter-accounts
  • Register/ deregister staff with the Dept. of Labour for UIF as and when needed
  • Maintaining sound relations with our banking partner/s and deal with all queries related to banking
  • Managing and supervise all procurement, ensuring alignment with policies and donor contracts
  • Preparation of monthly budget versus actual reports (pipelines) for senior management to ensure that they can monitor the budget utilization and take appropriate action on any significant variances.

General management

  • Oversight of all finance support staff within the GLRH team
  • Managing donor relations.
  • Managing relations with service providers.
  • Managing bank relations.

Qualifications and experience

  • Postgraduate degree or Tertiary education with specialised certification in Accounting/Commerce; or Professional qualification at level 2, e.g. CIS, CIMA.
  • At least ten years of professional experience with at least three of these in an NGO environment.
  • Proven experience of managing donors and reporting requirements.
  • Good knowledge and experience of Sage Pastel Evolution (non-negotiable).

  • Planning, strategy, financial and budget skills.
  • A multi-tasker with strong ability to work under pressure and the ability to prioritise work, meet deadlines and produce quality results on time with attention to detail.
  • Proficient in using computers with related knowledge of software programs and Internet.
  • Proven financial, fund raising and report writing skills.
  • Ability to work within a team and provide support to staff.
  • Excellent verbal, analytical, and numeracy skills.
