O terceiro Barómetro do Protocolo de Género da Africa Austral muda para uma alta velocidade com a
introdução do Ándice de Género e Desenvolvimento da SADC (SGDI), complementado o Cartão de
Classificação do Cidadão (CSC) que tem acontecido hÁ¡ três anos. Com dados empÁricos sobre 23 pontos em seis sectores, o SGDI coloca os paÁses da SADC em 64% do lugar onde devem estar até 2015: data prevista para o alcance das 28 metas do Protocolo. As Seicheles, a África do Sul e Lesoto lideram o processo, com Moçambique, Angola, Malawi, e a República DemocrÁ¡tica do Congo classificados nos últimos quatro lugares. Os cidadãos avaliam os seus governos em apenas 55% (um por cento a a cima em relação ao ano passado). Esta medida é importante pois, apesar do CSC se basear em percepçÁµes, inclui medidas baseadas em direitos, como os direitos constitucionais e legais, a violência de género, a paz e segurança que faltam no SGDI. ExtraÁndo em dados muito mais abrangentes dos paises, e incluindo exemplos de 44 de todos os paÁses da SADC, o Barómetro de 2011 estÁ¡ cheio de vÁ¡rias luzes vermelhas, mas também luzes verdes, sintetizadas a seguir:
