Women constitute 52.4 percent of the population in Botswana (CSO 2001). About 80% of the population is concentrated in the fertile east of the country along the line of rail from South Africa in the south, to Zimbabwe in the north. In 2007 59% of the population lived in urban areas, signifying marked rural to urban migration (WHO/UNAIDS/UNICEF 2008).

The aim of this strategy, which has been developed by the Botswana Association of Local Authorities (BALA) and the Ministry of Local Government, is to ensure that government commitments to gender equality are translated into action at the local level.
