The Ministry of Labour and Home Affairs Peter Siele said the National Strategic framework on HIV/AIDS for 2010/2016 identified GBV and sexual violence as key drivers of the epidemic and therefore gender sensitivity should be a crucial guiding pricinple for the national response.

He went on to say that his ministry was concerned that women and children living in abusive contexts were partially assisted primarily because of the absence of such a systematic approach to provision of wholesome service that addressed their physical as well as psycho-social needs.
