The proportion of women elected in the October 2011 Local Government elections in Lesotho decreased from 58% (2005 elections) to 49.1%. However, the result is considered a more representative reflection of the aspirations of Basotho people after amendments to the quota system in the 2011 elections. Lesotho is also still in the lead with regard to women’s representation in local government in the Southern African Development Community (SADC). Lesotho’s bold experiments with quotas in a First Past the Post (FPTP) Electoral System at the local level offers many lessons for the region in the count down to 2015 – the target date for gender parity in the SADC Protocol on Gender and Development.
