The Ngwenya Town Council is the one of the 12 councils in Swaziland that has a gender and GBV action plan in place and is actively implementing it. There is a very high level of buy-in to the COE process; councillors are actively involved in all COE related activities, and the CEO of the council, is the gender champion in the council. She actively attends all meetings, and recently participated at the 2012 gender justice and local government summit. She is also responsible for reporting monthly on issues of gender, although it is not yet a stand alone issue on the council meeting agendas.
