Description: Johannesburg-About 280 participants from ten Southern African Development Community (SADC) countries have converged in South Africa for a 3 day summit on gender justice and local government .Officially opening the summit yesterday morning, was Minister for Women, Children and people with disabilities, Lulu Xingwana together with the Zimbabwean Minister of Local Government ,Urban and Rural development Ignatius Chombo.

‘365 days of local action to end violence and empower women ‘is the theme for the 3rd GJLG summit and it is on this background that Xingwana in her moving speech talked strongly about the recent horrific incident that involved a 17 year old mentally handicapped girl who was gang raped in Soweto last week.
