Zimbabwe Barometer 2013: Foreword, executive summary

The 2013 Zimbabwe report reflects on the country’s progress towards the achievement of the 28 targets and provisions of the Southern Africa Development Community (SADC) Protocol on Gender and Development.

A historical feature of this SADC Gender Protocol (SGP) country report is that it marks several significant strides towards advancing gender equality and women’s rights, thanks to the new Constitution. Zimbabwe adopted and signed into law a new Constitution on May 22, 2013. It contains strong gender equality and women’s rights clauses that are aligned to the articles and provisions in the SGP. The country signed the Protocol in 2008 and ratified it in 2009. Zimbabwe was the second country after Namibia to ratify the regional instrument for the advancement of women.
