The Bill provides for further and better provisions for sexual offences. It has a new definition of the offence of rape and provides for new categories of sexual assaults. The Bill pays particular attention to persons under sixteen, as well as specified persons, in other words persons having close blood relationship or living under the same roof, or those who are mentally handicapped. Harsher penalties for a term of up to 45 years and 60 years of penal servitude are provided in respect of offences involving those persons.
