The SADC Gender Protocol barometer is an annual production of tracking progress of the SADC Gender protocol targets across the SADC region. The publication is used by many of Gender Links (GL) stakeholders as reference material. It is interesting that the barometer is also used by the governments as an accountability tool for the progress they have done in implementing the protocol.
Gender Links Services (GL Services) was established as part of Gender Links’ broader sustainability strategy. The portfolio draws on Gender Links programming areas in the Media, Governance, Justice and Alliance programmes. Gender Links Managers, linked to areas of expertise, skills, and knowledge, are used as resources persons to facilitate, in relation to the terms of reference of the Contract and the work to be done.
The SGDI for the economic sector is 71% compared to the citizen (CSC) score of 69%. This SGDI does not take into consideration qualitative issues such as women’s access to land finance and other productive resources that may influence citizen’s perceptions.
Rose Hill, 29 November: We cannot address gender-based violence (GBV) in isolation from other social ills such as poverty and poor education. If women have inadequate access to a quality education, they are less likely to be financially independent making them far more vulnerable to different forms of violence. If we are to win the fight against GBV we need improve women’s education and economic status.
Malawian citizens scored their country 52% based on their perceptions of the country performance towards meeting the targets in the SADC Gender Protocol on economy. Women scored government 50% compared to men who scored the government 55%.

The SGDI score of 76% is five percentage points above the CSC of 71%. Citizens were more critical in scoring government’s performance against the SGP targets for this sector.
