Call for EOI: Evaluations

Synopsis

GL is calling for Expressions of Interest (EOI) for three programme and one organisational evaluation over the period August to October. GL prefers that these be conducted by one evaluator or evaluation company to ensure synergies and Value for Money, especially for the organisational evaluation that will draw from the three programme evaluations. The calls are summarised below:

Background

Gender Links is a Southern African NGO founded in March 2001 with offices in Johannesburg, Madagascar (Francophone base) and Botswana (headquarters of the Southern African Development Community) as well as seven other countries. The vision of the organisation is an inclusive region in which women and men are able to participate equally in all aspects of public and private life in accordance with the provisions of the SADC Protocol on Gender and Development. GL has four programme areas: the SADC Gender Protocol and Alliance; media; governance and justice.

At its meeting in March 2005 the GL Board resolved to commission an external evaluation of the organisation and specific programmes as per donor requirements every five years. The first such evaluation took place in 2006. As part of its fifteenth anniversary in 2016, GL is calling for proposals for a suitably qualified, impartial, independent consultant/s to conduct an organisational and three programme evaluations. GL prefers that these evaluations be conducted by one consultant or consultancy company to ensure synergy and value for money, but will take a flexible approach based on competence, experience and availability.

Requirements

GL requires

  • A three page Expression of Interest (EOI) for each of the four calls following the guidelines for each. Specific background/competence for each of the calls should be mentioned in each.
  • The consultant/s may provide a separate one to two page profile and list of references relevant to all the calls.
  • The dates listed in the call are not negotiable.
  • All must be submitted to hr@genderlinks.org.za by close of business on Thursday 7 July 2016.
  • Consultants must be prepared to make presentations on 11 July, 2016 in person or by skype, depending on location. Times will be advised by the HR manager.
