This report covers the GL/GEMSA GTF 174 programme “Making Every Voice Count for Gender Equality in Southern Africa” over the period April 2009 to March 2010. Building on the momentum created by the adoption of the SADC Protocol on Gender and Development in March 2008, the programme moved into full gear with the collection of data for the SADC Gender Protocol Baseline Barometer launched at the SADC Heads of State Summit in the DRC.
